General Statement of Duties:

Certified Peer Recovery Specialists (CPRS) are individuals who identify themselves as having a mental health or substance use problem and are in active recovery.  Peer support is a system of giving and receiving help founded on the key principles of respect, shared responsibility and mutual agreement of what is helpful. CPRS are in recovery and share their recovery experience as appropriate.  CPRS listen, support, offer hope to, provide a positive role model, teach, coach and connect individuals to community resources.  Persons in this position are classified non-exempt under the Fair Labor Standards Act.

The person in this position will provide peer recovery support services to address the housing needs, access treatment and other resources, and reduce barriers to maintaining housing for individuals with an identified serious mental illness who are currently a participant in Harrisonburg Rockingham Housing Authority (HRHA) Permanent Supportive Housing (PSH) program or with participants in HRCSB’s PSH program.  The CPRS will work as a member of Permanent Support Housing team under the direct supervision of the Coordinator of Recovery and Housing Transitional Services and in close coordination with other peer programs within the agency.

Major Essential Functions:

He/she provides support services to individuals in permanent housing;

Establishes and maintain positive peer relationships with participants to effectively engage them in accessing needed services;

Addresses barriers to maintaining housing and access to needed services and resources, including transportation and unmet treatment needs;

Assists and coordinates access to treatment and rehabilitative services in the community;

Collects essential data, writes contact notes and otherwise to documents efforts and outcomes;

Assists the Housing Specialist in conducting apartment checks;

Models and coaches recovery behaviors and skills for individuals served;

Maintains effective relationships with consumers based on courtesy, compassion, and respect;

Maintains effective relationships with co-workers and community providers based on courtesy and respect;

Makes effective use of available technology, including computers, e-mail, and voice mail in order to enhance customer service;

Regular attendance is required;

Performs duties as assigned consistent with established operational policies and procedures of the Harrisonburg-Rockingham Community Services Board;

Work collaboratively with community agencies, including criminal justice, the local housing authority, DSS and child welfare systems, as well as the Department of Rehabilitative Services;

Maintains a current level of knowledge regarding substance use and mental health disorders and available resources;

Assures compliance with agency policy, client rights, and confidentiality;

Is responsible for other duties as assigned, consistent with established policy and procedures.

Required Knowledge, Skills, and Abilities:

Personal experience with mental illness and/or substance use and treatment;

Demonstrated awareness of ethical boundaries and human rights guidelines as they pertain to treatment and community services;

Understanding of the recovery model as it pertains to mental illness and substance use;

General knowledge of various mental illness and substance use symptoms and disorders;

Principles of record keeping and documentation as required;

Basic ethics appropriate to a helping relationship; and understanding of confidentiality requirements;

General knowledge of community resources;

Skills in behavior management;

Skills in providing ongoing support as needed to promote ability to live independently and participate in the community;

Good interpersonal communication;

Demonstrated ability to communicate clearly and concisely (written and oral);

Shows good judgment;

Allows an individual with a disability to assume appropriate degree of responsibility for herself/himself.

Minimum Education and Experience:

Peer Certification or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Willingness to complete additional training as available.
