General Statement of Duties:
The incumbent provides administration and clinical leadership to all crisis programs. Persons in this class assume administrative and supervisory responsibility for the planning, development, implementation, and operation of a range of programs. The incumbent assures compliance with professional standards, laws, rules, regulations, and other pertinent guidelines. Responsible for implementing and monitoring Board policies and procedures including personnel and fiscal policies, staff supervision, and the day-to-day operation of component services. The incumbent serves as a member of the Executive Director’s management team, and as such, there may be assignments and responsibility for Board-wide tasks. The position involves a high level of contact with local stakeholder groups, community professionals, referring agencies, state and local government officials, professional organizations, other service providers, and advocacy groups.
The Director is directly accountable to the Executive Director. Work is assigned through consultation with the Executive Director and is performed under minimal supervision.
Persons in this class are classified exempt under the Fair Labor Standards Act.
Major Essential Functions:
Provides oversight and program direction for mental health and substance abuse crisis services including Emergency Services, Mobile Crisis, Crisis Stabilization and Community Stabilization;
Oversees program staff recruitment, screening, selection, training, annual performance evaluations, and work scheduling;
Oversees program planning, 24/7 operations, risk management, and evaluation activities for CSB crisis services;
Acts as community liaison for CSB crisis services by maintaining effective relationships with a range of key stakeholders, including hospital, court, and law enforcement officials;
Maintains “state of the art” knowledge of crisis intervention practice guidelines, legal requirements and risk mitigation; and shares that knowledge, through oversight, training, and leadership of staff in emergency services and crisis stabilization;
Ensures compliance with all documentation, licensure, and regulatory standards;
Provides direction for the operation of the Crisis Stabilization Program facility including property maintenance and upkeep;
Coordinates integrated services for challenging to serve individuals with other CSB directors, supervisors and staff;
Understands, assures compliance with, and provides guidance to staff about program mission;
Community Services Board personnel and fiscal policies and procedures; Standard Operating Procedures; human rights plan; Agency’s Performance Contract with the Department; DBHDS licensing standards, and Medicaid regulations
Develops policies and procedures governing the operation of crisis service programs;
Establishes admission and discharge protocols and oversees the integration of crisis services between Emergency Services and the Crisis Stabilization Program and any future crisis services;
Serves as CSB Forensic Admission Coordinator, Forensic Evaluation Coordinator, and NGRI Coordinator, and maintains related training, certification and documentation requirements;
Oversees LIPOS utilization and admissions with all inpatient psychiatric facilities;
Provides leadership and direction to staff and programs, setting performance and ethical standards, and enhancing recovery opportunities for individuals served and supported;
Serves as Physical Security Officer at the Crisis Stabilization Program as follows:
- Maintains staff awareness about physical security issues and procedures and monitors physical security at the site.
- Serves as a technical resource for staff and the agency around physical security issues.
- Assumes leadership responsibility in the event of a major disaster to secure (as feasible) the facility to limit the loss or exposure of protected health information.
- Investigates any security breach at the program site and coordinates any requires corrective action(s).
Conducts both short and long-range program planning;
Monitors program budgets; assists in budget development and revision;
Assures compliance with applicable federal and state laws and regulations;
Provides administrative and clinical supervision to staff;
Ensures optimal use of staff;
Establishes and maintains effective working relationships with Department of Behavioral Health and Developmental Services, and other oversight agencies, as appropriate;
Makes effective use of available technology, including computers, e-mail, and voice mail in order to enhance customer service;
Maintains effective relationships with co-workers and customers based on courtesy, compassion, and respect;
May provide direct clinical interventions, services, and consultations with staff.
Required Knowledge, Skills, and Abilities:
Extensive knowledge of behavioral health concepts; advanced skills in providing administrative and clinical supervision; ability to establish goals and direct staff toward accomplishment of such goals; ability to work cooperatively and effectively with others, with an emphasis on other providers and referral sources; demonstrated effective communication skills; demonstrated good judgment and conflict resolution skills; ability to assume appropriate initiative; ability to function effectively as a member of a management team. Computer literacy and word processing skills preferred.
Minimum Education and Experience:
Masters degree in human services with extensive experience including progressively responsible experience in administration and supervision; OR any equivalent combination of education and experience which provides the required knowledge, skills and abilities. Professional licensure required.

Work Environment: General office environment with normal lighting levels, temperature, air quality, ventilation and noise levels.
Work Location: 1351 N. Main Street facility and 1241 N. Main Street offices
Work Hazards: Minimal hazards associated with a human services office environment.
Work Schedule: Monday through Friday, regular office hours; additional hours as needed to perform job requirements.
